Implementations may implement this method at their discretion but must support the new service based resource provider generation in the ResourceProviderFactory.getResourceProvider(Map) method honoring the ResourceProviderFactory.SERVICE_BUNDLE and ResourceResolverFactory.SUBSERVICE properties.
